It sounds like he was uncomfortable with his power as Twitter CEO but he couldn't get rid of that power (because of "the shareholders") so he let Twitter run on autopilot and vetoed everything that his executives tried to do. Unfortunately that's not a neutral position given that evil flourishes when Jack does nothing. (Clearly he's not a consequentialist.)
